Joe opened meeting.
Jennifer gave financial report. Copy available by request by email to Jennifer.
Wells….Delay of power to Ranch well was due to SRP having to replace all the cross t’s on the poles. Well, is up and running. Still running a lot of sand but Burt believes the bowls are shot. Will keep old bowls in while sand is clearing up from well. Then will replace with new bowls. Ranch well is pumping 900-1000 gpm right now. Will go up slightly once the sand is cleared out.
The Joy well when first fired up was running 1100 gpm and after 5 minutes drops to 500 gpm. Well person believed that the perforations are clogged. Will run camera to confirm. Both wells when up and running should run at 1100-1200 gpm. The plan is to only run one well at a time due to almost double the electrical cost per acre foot. District will not be raising water price for this year.
Discussion on how to stretch out water schedule so we don’t run out of CAP water. There will be a lot of restrictions state wide. Probably will be running on well water only next year. Will be a schedule-by-schedule solution. Not able to advise on gpm because it fluctuates during the irrigation cycle.
State talking about regulating how much each property will be allocated. Discussion about some users that over order water and cannot take it all. Talked about restrictions and what would be feasible to enforce across all irrigators. No restrictions from state yet but they will be coming soon.
Election…officers this year….will put out email for nominations.
Annual meeting….can e-vote now so will see if we get nominations….if we get nominations then we will have a meeting; if no nominations then no meeting. Will put out email the next quarter.

Joe opened the meeting.
Jennifer gave financial report. In good shape, yearly profit/loss presented. Ditch repair from the storm took a large portion of money. 755 acre ft CAP water is all that is available at this time so will prepay. Will run with CAP in combination with wells. Copy of financial report available by request thru email to Jennifer.
Ditch maintenance….storm damage from flooding storms…ditch fixed and 6’ lip added to help to keep the ditch from eroding. Truck accident into ditch on Rattlesnake will not be able to get insurance of driver to pay. Repair out of pocket.
Well…..Ranch/Schneff is hooked up but have to wait for a meter. Has been scheduled but unknown on the delay.
New irrigators….3 new for 2027….old ceramic house is signed up but will need to lay 16” or 18” pipe from Gila Monster to their property. Has gotten permission but is still an unknown on the amount of water they will request.
40297 N Coyote Rd letter….repairs that had to be made to ditch from previous owners…new owners will not be able to get water until debt is paid. New owner requesting partial payment to wipe out the debt. Discussion by board. Board voted to hold the precedent that they will have to pay the debt in full before they will be allowed to get water.
Patrick Erikson letter….discussion about repairing ditches of residence that do not use irrigation. A precedence was made years ago that QCRI would take care of the cement part of the ditch for the betterment of the all irrigators.
Discussion of whether to raise the price of water/dues or hold. Decision to hold for this year and revisit at the last quarterly meeting.

Financial Report: Jennifer Palmer read P&L and Balance Sheet Motion to accept treasurer report Frank Metzger, second Connie Audilett
Ditch Report: We have had someone on Coyote removing port covers, damaging port handles and rings. We had concrete repairs on Joy where it appeared a vehicle had run into the ditch. We had repairs on concrete at Chris Larsons ditch where a portion of the ditch was heaved out and made it so that the port was leaking. We had a repair on Jackrabbit on Maynards rental property where it also looked like a vehicle had hit it.
- New Business: Water bill and lack of rebate for 2024 Pre-pay water by May 1st: Discussion regarding benefits of prepaying water. Board unanimously voted to pre pay water by May 1st. Discussion regarding possibly raising the hourly rate for water. Board agreed to stay at the current rate of $16 per hour.
- Go over P&L for the last 4 years – Discussion regarding future rate increase. Board agreed to stay at $16 per hour and reevaluate next year.
- Can we forgo the water rate increase by putting $200K in CD’s at 4% $8,000 a year rate of return. FDIC insured to $250K so we would be protected in the event of a problem with CHASE. Board voted unanimously to purchase two $100,000 CD’s (two month 4%) alternating purchase date by one month to have access to $100,000 alternating maturity dates.

With the help of the well from the Town of Queen Creek, our well located at Joy and Schnepf and Queen Creek Irrigation District we were able to keep water running for the entirety of year 2024. We appreciate the patience of our irrigators as some flows changed drops and direction to accommodate using the wells.
Year 2025 will be similar to 2024, we do not see a need for any restrictions. The upcoming year we expect to see improvement during peak irrigation season as the well on Ranch and Schnepf should be operable. SRP has established it’s easements needed in order to bring power to the well site and it has been released for construction. We anticipate this will be completed the beginning of 2025.
We remind all irrigators to close ports, raise gates and report needed concrete repairs to QCRI. Please keep all brush and trees trimmed back from the ditch.
